Hasn't this always been the case even in times of no bench I would only ever staff a M who I had either worked with before or who had been given a project onboard discussion (which you could call interview).
An SM not doing this sort of due diligence is a cool and setting themselves up to fail
I usually interview people for my teams and select who I think will be the best fit. Often this is someone I've worked with before. I don't just pick the first person who applies for the role.
That’s normal? Why would you just staff an M (or any level) without shopping around to make sure you got the best fitting person?
Also, are you saying that EH are being passed over for roles because EHs don’t want to lead a team? I’m not sure what the second half of your message even means.
It is prudent to interview before staffing. If not for assessing skills, at least to assess personality and cultural fit.
