Even if you deserve a raise and your CD is vouching for you, they’re still up against management and all the necessary approvals. Sometimes there are budget issues, salary freezes, or other constraints.
You also have to understand that once a place has you, they have very little incentive to pay you more, unless your exit would cause a significant financial dent, like losing a client.
Otherwise, they’ll just line up someone else to replace you if you leave. That’s why so many of us in advertising hop around for better pay.
If you work for a holding company then the most likely answer is that those people have zero actual pull
If you’re at a large agency it’s probably truly out of their hands. Market is not great right now and big agency knows people don’t have many other alternative options, so that probably has something to do with it 🤷♂️
One way around it could be applying for an open role at your agency with the title you’re gunning for. That way you know the funding is already there for the role.
I did this and got a promotional transfer to a senior role but was still denied the raise/title until further notice. Director said the funding is there and ready for me but waiting for leadership to sign off on the promotion. Currently doing the senior level work while getting paid my old salary lol
Normal course of business raises generally come at specific times of year, maybe 2x a year at most big holding cos. And raise pools generally are determiners by company’s financial results.
Hypothetical Ex: they may budget $x raise pool but if they miss quarterly targets they only “get” y%of that. And that has to be allocated across everyone who “deserves” a raise. And they only do that in April and Oct ( after q1 and q3 results ).
So your CD may have put your name on the list. Advocated for the $ amount. But beyond that it is out of their hands.
This is the real thing at any large-ish agency. Your people are fighting for your raise/promo *within* whatever pool the agency has allocated for increases.
Which means it's easy to get stiffed if a lot of people "deserve" increases.
It’s time to have the serious conversation and get some transparency. Or time to leave. Believe me you don’t want to stay at a place that has layers of red tape in your path to success.
It’s not really up to your direct manager. It’s up to how much money is available to go around and leadership. I’ve fought for promotions that took longer than I wanted to make a reality, and it’s unfortunate. Definitely have a convo, but there’s no reason to feel people are lying unless you find them untrustworthy. And you can always leave or get another offer and negotiate.
it’s not about being untrustworthy, it’s about them wanting to be the good guy, rather than the bearer of bad news. It’s about avoiding conflict. Like when you email a friend about working at their agency and they say they’ll definitely pass on your portfolio to their boss. Maybe they did, maybe they didn’t. But they just didn’t want to be rude. It happens a lot in this industry.

Your direct report on your direct manager? Cause, buddy, one matters more than the other.
Either way, you’ll need people higher up the pole than your manager and CD to advocate for you. The people with control over the purse strings—or at least more of a say over them—that’s who you want pushing for you. I’ve had my agency CEO pushing for me and still getting resistance from the holdco.
