I would focus on mid range unless you have direct-exact experience for the last 30 years
As a general rule the upper range of a salary band is unattainable and may be there just to look good, in all honesty. To negotiate to the high middle of the band, make a strong and confident case for your own experience and skills. If you can convince them that you can step into the job and be a high-performing employee you might get a better offer.
You probably can't. It's really hard to get the high end of the range. Half the time it's probably entirely unattainable and only listed to attract more applicants. Shoot for the middle. If that's too low for you, move on. You're not getting the top end.
