I've known internal promotions to come in at less than that, more in the 10% range. It can depend up on the organization of course, but it also has to do with factors in the macro world. Right now, when the job market is awful, raises tend to be pushed lower, as it's very much an employer's market.

I agree with above, 10% is typical. You want higher you need to leave for another job

This year my company was giving 2-3% “promotions” to people. 15% is usually more of a counter offer than it is a promotion.
Historically promotions come in at less than 10%. But depending on industry, level and role numbers can vary greatly
I think that’s fair. 10-15% on the lower end are what I’ve seen for promotions
Typically 10% for a one step promotion.
If I was making 50k as an individual contributor and some only offered me 5k more to manage people, I would be offended.
