Take the job.
I had to pivot very quickly once by taking a lower rank. No job search is perfect and the offer sounds like a soft landing. At the end of the day, 10% pay cut won’t make much difference. A 100% pay cut, that is another matter.
Remember: a bird in hand is worth two in the bush

Take what you can get to float you while you search and see if there’s an opportunity within the company to realign to your proper grade and pay as well

Take it but do not update your LinkedIn or resume. If you do, they probably won’t give you a call back. During the interview process you can mention it to be sure they don’t low ball you.
This is the way
I had to take a 20% pay cut back in September but kept interviewing at other places. 2 weeks ago I got an offer for 20% more comp than I was making before I was laid off. Just wanted to share.
Laid off means you were effectively making $0. So that sounds like a pay raise

The 10% is temporary. You will recover, just keep applying yourself.

You want more work and responsibility from the thing you need to put food on the table? That’s like a farmer saying I hope I get a little more drought this year, feeding my family was too easy last year
Money is such a necessity but it does not make one happy. Take what you can and continue searching. Sometimes comfort is our worst enemy.
Take it, keep looking, realize you always need to be looking, ie networking.
I recommend you accept the position. Don’t give up your job search, we all deserve to be where we are qualified to be. That being said, breaks in employment do not look good on a résumé, and it’s always good for a manager to take a subordinate role from time to time. It keeps us honest 
Get into the role and do your best. Look for ways to up-skill, and also look around for opportunities to add value. You can use this to your advantage by showing what you achieved, and what value you brought to the organisation. Keep track of all of this however you want. I used to have them in spreadsheets, supported by notes I took in regular 1-1 catch-ups with others up the food chain,(including immediate managers where applicable).
On the upside, there is a raise and a bonus at the end of the year. At worst you have material to put into your CV for your next gig.
