In my company, the expectation is that we are to have our cameras on. It shows respect and that we are interested and focused. To me, not having your camera on is equivalent to someone speaking to you while you are looking away from them. I totally understand where you are coming from and if the client felt disrespected, it should definitely be addressed. I would be very assertive and plainly state that the expectation is to be fully involved with the group during zoom which means, having the camera on.
Gives the impression that they were multi-tasking and not really paying attention/engaged during the meeting. Isn’t that really the only reason to be off-camera?
If it were a meeting with a dozen people and one speaker presenting and the expectation was just to listen in, maybe it’s fine to be off-camera. But for a meeting with a client with only four of you, I agree it could make the client feel weird. When my junior associates or other business partners join my client video meetings, I expect them to be on-camera even if they’re not saying much. Sometimes I’ll prompt them to chime in, too, so they get a chance to participate.
If they just listened in to the conference and didn't verbally or visibly interfere with it, my only concern is that they should've been doing their own work instead of watching you do yours. If it made YOU feel uncomfortable, thus affecting your ability to do your job, you should make a polite comment that if you wanted an audience when you worked, you would've gone into acting -- or some such semi-humorous but deadly serious comment along those lines. If it doesn't bother you, then just let them see what a dedicated professional looks like. Maybe they can be one someday.

That the cameras were off.
If they didn’t want to join the zoom, they should have just told me! “Hey this isn’t an account we have the band width to cover right now. We’ll pass on the meeting” is better than “yes would love to chat” and then no engagement!
If they weren’t expected to lead the call or really contribute then I don’t see an issue with cameras off. I think some people just take it more personally if the camera is on vs off. I prefer to have cameras off and still participate in calls and pay attention. Different people have different work environments and personal preferences. Don’t always project your own assumptions of what they are doing off camera
Oh. It sounds like they are just checked out then. Especially if their group might not be around soon… they just don’t care at this point. So nothing else for you to do
