We are leaving our apartment and wr talked to the property manager about giving less than 7 day notice instead of 30 day notice because of our situation. The PM agreed and said rhey can be flexible and 7 day notice is fine. But now when we went into put the notice in (with the another referral who will be applying) , PM is saying that he needs a 30 day notice and 7 day notice was never discussed (basically lying to my face). Is there any legal action i can take since most of it was verbal?

Whatever your lease says is what it is. Written notice date + lease terms is what you can go off of.
