We had that problem as well this year. In our county if we have a policy they can keep track of days and then the county can get involved. We have families who take vacations all the time. We are going to give them 5 vacation days, otherwise they are unexcused. We will see how it works. We are revamping our PBIS program and that might be something to think about.
We have grade level competitions/classroom competitions. We announce throughout the week the class/grade in the lead and announce winning class/grade at end of the week. Prizes can be anything from bragging rights, pep rally, extra recess time, pizza party, etc. We also have a monthly perfect attendance necklaces that serve as tickets for ice cream at lunch (we sanitize and reuse these necklaces each month), we put perfect attendance names to pull for a family prize basket too.
