FYI it’s per calendar year so you ideally should’ve asked this question last month. There are work arounds you can use. Southwest is easy and United I think. Delta involves buying a gift card and using it to buy part of the flight and then using your Amex for the rest. System thinks your Amex is paying for an additional fee (not flight) and will reimburse. I think flyertalk has details.
This worked for me 2 weeks ago with delta. Bought a flight using a credit + my Amex and it credited the additional charge as an airline “fee”

If you fly somewhere can you not just use it as $200 off?

I used mine for admirals club but ended up just buying 500 mile upgrades.
Depends on the airline you choose. I fly delta, so will offer that as an example. If you book a flight using a travel credit, and pay a difference of up to $250, the transaction will code as an additional charge and be eligible for reimbursement. I did this earlier this week to receive most of my credit and it posted already.
Example: you have a $180 travel credit from a canceled trip; for any flight you book between under 430 (after taxes and fees), you will receive reimbursement, and if you do at least 380 you will max your credit!
I know you said it doesn’t work for upgrades but for alaska air, I’ll buy the regular flight then later purchase the premium seat upgrade with my Amex for $60 and it’s definitely covered that. But you have status so idk if you already get that. Wonder if you could use it to buy miles on the airlines page maybe?
