This title means very different things at different firms.
Principal is typically a non-CPA partner at one of the big 4. Equity owners of a public accounting firm are required to have a CPA in order to use the title Partner. Non CPA equity owners therefore use the Principal title. This is specific to the US I believe.

It's across the board. They all call themselves partners, even the occasional MD will refer to themselves as partner.
