What should be ideal fixed ctc for 11 years oracle erp cloud expert?

I haven’t been in my apt since mid March. Is it fair to ask roommates to not have me pay for water and electricity? I’m fine with WiFi as that is fixed cost. But my usage for water or electricity is literally 0. What’s the best way to phrase this for them
