The first thing someone told me that really helped me was to add wording from the exact job description to my resume. I think between that and having a referral I was able to finally land an interview and then land a role but it was really difficult in the beginning.
Sure, personalization can work. The last thing you want to do is look like a generic character. When you have the opportunity, showcase what skills and talents you would bring to the work, or any experiences that make you well suited to the job. If there's an opportunity to submit a cover letter, take it. Write a good letter, in which you can highlight some things that may not fit into the more standard application or resume format. Of course, with a lot of government jobs there's not a lot of opportunity to personalize the applications, but doing what you can is the best approach.
Right now I’d say don’t do it way too much uncertainty in what is about to happen.
