It has been a fairly longstanding gripe for Republicans that when they are elected they are less able to implement their policies through the executive branch. Obviously there is a layer of stupid anti-federal employee sentiment layered over that but that first criticism is something you hear from serious people.
I've been wondering the same thing. My parents are both old-school Republicans and always encouraged me to get a government job. I don't know when right-wing became synonymous with government hating.
Like many terrible things in our modern world, this can be traced to Reagan.

It really started to take hold in the financial crisis of 2008. But 2012 you reached a point where govt workers were making more than civilian counterparts and doing less work. Made them an easy target
The “government is the problem” mantra started in the early 1980s under Reagan. And contractors typically make more than government employees - the main difference is that contractors can be fired and cannot authorize spending or hiring.
