When looking at job listings, is there a rule of thumb for how to interpret an employer-provided salary range?

In some cases, it's a narrow spread (like 120-130k), but this one company I'm very interested in working for provides a range that is basically "x to 2x".
I make less than x and I'm not in NY or SF, so know that the high end of that range is not where I should set my sights, but in another major market, should I ask for 1.6x or 1.8x?

Currently I work for a small company that does the construction of small cell utility poles and roof top sites for the major cell carriers like VZW, T-mobile, AT&T and so on. I am a project coordinator but I do everything under the sun. Created project tracker. I’ve been working a Boston based commercial lender for about 9 months as a credit analyst since leaving my relationship manager/portfolio manager role in agricultural lending. I’ve been presented with a portfolio analyst role they have created for me (was told not to apply for a PM role) . The offer is for $100k, is this reasonable? I’m 3 months into a new job where I work for a global tech company, and I want to ask for a pay review from my manager at the 6 month mark when I pass probation.

I was just offered a sales consultant role at a spirit’s distributor 65K with potential to make 75K if I meet goals etc. My dream job @ Red Bull, Similar role but way more fun around the same range of $$ possibly slightly more ..am still waiting to hear if I made it to the final round.
