No, but you might consider noise cancelling headphones.
I was a consultant once for a company with a pet friendly policy, and all the dogs were chill and well behaved, not like what you’re describing. It was pretty awesome, during meetings everyone brought their dogs and they’d lay next to their owner and just stare at me. It was really great.
I’d recommend asking HR, but change your attitude and approach. Be positive about it, because I’m sure people love the benefit overall. If there are a few trouble maker dogs, I’d assume HR is aware and can talk to the owners.

I would review what the policy says. Usually there is a means to express concern re:noisy environment. This environment should have been expressed in the interview or documents on workspace. While I would fall victim to not reading fully, it should be there. Last bit of advice, it’s not unreasonable for an employee to seek management direction on how to achieve a or secure private and quiet area at least for a period of time.
