My question is..do I need so send it before joining or after joining?

Seems to me a lot of folks start traditional, show value, and then transition to remote after a few years

Traditional firms are back in office fully or minimally hybrid, and often hybrid is only for the attorneys not legal professional staff.
Remote jobs are rare and as others said, extremely competitive.
My only suggestion is keep working while you persistently look for remote opportunities.
The market is awful in general. Add in trying to get remote, and you are up against a lot of talent. Have you worked remotely before? That is a huge factor. Legal assistants are normally hired for full remote. You're probably better off looking for hybrid. I've been in the field for 23 years as a litigation paralegal and other areas, 5 years remote, and I've been looking for a new job for 3 months with only 2 interviews. I know many people are out of work for longer, but even three months has been extremely stressful, and I feel pretty hopeless at this point.
Remote roles are extremely competitive, they are filled with hundreds applications within hours!
The state you're trying to work in tends to play a role. Are courts in Alabama remote? Do they accept e-filings? Are the people in Alabama e-savvy? Are law firms in Alabama remote or do they still expect their staff to be in person to give clients some face to face time?
