Will i get 100% variable pay in Capgemini ?

And for 3.7 yrs, they are giving 16 including variable.
I think below 4 yrs Capgemini pays fixed CTC only. So, why are they giving me consultant position ?
And for consultant 16 CTC is good ?

The hiring manager was very straight forward with me that I was his top candidate and I was told all other interviews were very positive incl CMO. The recruiter said they'd be making an offer but it's now been three weeks. Anyone else had the process drag on like this? Meanwhile I'm taking other interviews and was offered a promotion at current company, but was very interested in this one. What would you do?

Let's say a person join a company X and then switches to Y after few years. Again switches to company Z after few months. Now the thing is both the previous employers provided Pf but the new company Z which is still growing doesn't have a pf contribution since it is starting out in india.
