Recruiters and headhunters work for the hiring firm NOT for the candidate. Any firm that says they are a recruiting firm that will help you land a job is a firm to stay away from. They may charge you some fee for the help or even worse won't charge but will send around your resume as an example of types of people they have access to so they can land an account. In the industry they are called "spray and pray firms". If your resume comes in via one of these firms, it may taint you with internal HR and hurt your chances in the future.
Best bet is network and get on radars of search firms who will hopefully call you when they have a relevant search.

A recruiter reaching out to you should have a specific job role/s that they think you are a fit for. Usually, they share it up front. Be wary of recruiters saying "we're hiring for multiple positions for ABC Inc.". They may just be mining data.

The Judge Group helped me out - I work within Federal Consulting. They’ll do like 3 or 6 months temp to hire where you’re getting paid a much higher hourly rate for those few months (but no benefits). After that, you convert over to the intended company at your normal salary.
