Seems like too little to consider a jump but that’s my personal opinion (>20%).
Regardless, D is desperate for bodies to staff so you definitely have the leverage here regarding negotiations. Base can be pretty set due to level bands and where you align but signing is negotiable.
OP role is different than level. You can be a senior at EY doing IT audit and an SC at Deloitte in human capital. So in this hypothetical scenario where you don’t wanna be in IT audit and want to explore human capital then an 8% bump isn’t the worst thing in the world.
Pay band matters too. If you’re a senior currently at 130 and Deloitte offers only 8% increase then it’s different than being at 85K and them only coming back with 92K. Just some things to consider.

Make the jump. Deloitte bonuses are massive compared to EY.
Agree with most comments here. An ex-team member who's with another firm got an offer from Deloitte (they apparently are desperate for ppl) and offered him 30% + sign on of 25k. He refused the offer as he didn't want to get into the toxic culture. He's happier where he is and expecting a promo + hike this year.
Look for a minimum of 20% bump spread across base and signing bonus. Ideally all in base but can be in bonus if needed. If it's not there, just tell the firm what you need in order to move
Unless you are too unhappy, (Unless you are an analyst) there is no reason to change a job for 10k.

Don’t do it, you should never consider switching with same role between similar companies if you are not getting at least 20% hike unless this is dream role or dream company.
