Please evaluate this initial offer for Apple ICT3. I think I was low balled, but I want to take more opinions. Currently Sr. MTS at VMware, received Apple ICT3. I was expecting to get to ICT4 but seems like team thinks upper end of ICT3 is more apt. Also, I think it is because I don’t have any counter offers yet.

My first thought is that this new boss may have been brought in to clean house. That can happen, a department or team can be targeted and they bring in somebody to be the heel. You might as well challenge the review, but it would be a good idea to start looking for something better.
This exact thing happened at my last company last year. They honed in on a few individuals, me included, and chopped many of us. I heard there were 4 rounds of layoffs last year.
I had this same thing happen in January. That’s Amazon for ya.
I quit. I went from talking about a promotion with my previous manager in december (along with an accompanying gap analysis) straight to getting put into focus when the new manager had a 1:1 with me.
This guy cost his team a YoYoYoY top performer because… reasons?

Sounds like they wanted him to be the axe man and he was defending his people. New management tends to "shake the tree" to see what falls off. Pressuring you to leave could be part of that.
I would start looking for new work. If you are exceptional you can reverse the tide and get back into favored status. The problem is you are going to have to endure long enough to show your skills. And do you really want to work for people who treat others like this?
A reputable organizational behavior psychologist once told me that performance assessments are much more about the personal chemistry between two individuals than they are about objective performance.
Isn't everything in the business world? Somebody who is objectively worse at their job could be promoted over you because the manager likes them more, or the team you're working on might not be valued so even though you're doing more work you don't get promoted.

Already on it!! Having been a people manager I don’t care how much I was getting paid or what I was told to do I would and could never in good conscience be able to treat my employees the way I am currently being treated. It’s despicable and I honestly would have rather they just lay me off at least that would be respectable.
Here are three recommendations: 1. Hang in there and let them fire you. 2. Start looking. Which it seems you are doing. 3. Negotiate your leave
Ask for why the change in thought process around your performance. Have examples of the positive items you have completed and professionally communicate the value you bring. If the company is providing valid and fair criticism that is one thing. They may just be trying to avoid compensation increases and using this as an excuse. Unfortunately this is too common and unfair to staff. If the company is not valuing your contribution be prepared to look for an organization that does. Keep working hard and doing your best but find an organization that treats their people fairly and move on if needed.
Get the hell out of there
Same thing happened to me. My career progression was stopped in its tracks, he prevented me from switching teams, and he tried to PiP me. My skip liked me, and stopped the PiP from happening, but wouldn't lift a finger to help.
In the end, you can either put up with it until you're ousted with a PiP on your record, or forego the severance and ditch them now.

Whatever you do, don’t quit or else you risk not getting unemployment. Find a better fit or let them fire you and contest it when filling out the unemployment form. I had the same thing happen to me at job. I contested the bad review and ended up suing and received a very nice check, but has to sign an agreement that I could never work for them again. Was well worth suing them.
I have thought about that because I realize I am being targeted and being setup to fail wherever possible. Subjective weak opinion on my review with no facts to substantiate the claims for negative feedback. There are many things that just seem so wrong. I have never been in this position before so new uncharted territory.
