What level of technical or programming understanding/background is necessary (if any) for a PM to have?

Just had an interview for a PM role @ a credit card company around an interesting P2P lending product.

They said it’s a senior manager role (<=5 YOE), but comp is only $125k base, and an annual bonus up to $12%.
