Is staying for 18 months as an experienced hire long enough? Want to move to a new location out of my region for personal reasons - don’t care about industry vs consulting

I'm interested in writing a book on excellence, and the cultures and relationships that drive organizations to achieve sustained excellence over long periods of time. Examples don’t necessarily have to be from the business world. Who would you study?

Every company I’ve ever worked for has no money ever for anything, we are 2 years behind COLA raises and forget merit increases. Am I just in the wrong industries? I’m currently in Higher Ed… I wanna work in HR with a budget to pay people and provide quality benefits! What’s your experience like? Am I dreaming? What industry “has money”?

I was made aware that I could work for consulting companies under a personal LLC and increase the pay received. My understanding is this is because I would have to pay my own insurance, benefits etc. Can anyone provide any additional details or literature on this?

Every time a company has mass technical issues I just assume some consulting firm screwed up a go-live.

What would you do?
My company contracts a web developer, we have a set amount of hours for the quarter and pay over if more work is needed.
He never gets anything done. Doesn’t answer emails half the time. The one thing he’s done was take out a blurb that threatened our eligibility for patent renewal.
We have another company taking over in January, but I still have some pretty important dev needs until then and I can’t get him to do a thing. I truly try to give him all he needs.
