Recruiter reached out after to discuss comp expectations, start date, and asked for references. 1. Do companies call references prior to making an offer? 2. Does the fact that the recruiter asked for all the above information likely mean I will get an offer?

I've been offered for Engineering expert position at Novartis India. I've received offer letter 2 weeks back and my DOJ is updated to Mid December. I told the HR that my current company's last working day is on mid January and resend the offer letter with mid Jan as my DOJ. But they told that they can send the revised offer letter 3 weeks before the joining date.
Is this normal process? Has anyone gone through similar experience?
