Phil Knight paid a design student at U of Oregon $35 for the Nike logo when he first launched in the 70s.
He generously tracked her down in the late 80’s and gave her enough stock that she didn’t need to work again.

I’d say she should find someone she likes, explain her idea and pitch her project with passion. Offer 1% of the company in return. Good marketing is everything in today’s crowded market.
Is she a non-profit? If not, then she'll either need to hit-up a designer friend or (and don't hate) look to an online low-cost option like fivver.
As horrific as it sounds to a creative, lots of small companies/startups get their initial logos from those kinds of services.
And, yes, she could trade services/good in exchange for the work but it'd likely have to be something tangible with an immediate value.
As an aside, I'm a little surprised you'd need to ask this as an ACD?

yeah fivver is a good call. she hasn’t launched yet so she def doesn’t have anything to offer immediately.
I’m a copy ACD, so logo design is outside of my wheelhouse.

Yep, Canva is a great option, and there are tons of great AI tools for free or cheap (logo.ai, smashinglogo)
Imagine needing someone to install electrical into your storefront and not being able to afford it.
Maybe she should design her own logo 👍 hope this helps!

I would never suggest she try and get someone to do it for free, I’m trying to think of a solution she could afford knowing she has no money.
Brands go through rebranding all the time. I would argue that the first logo isn’t that important. So your friend shouldnt invest in a designer right off the bat.
A brand identity is important, but i’d place these business product or service as a top priority. Making sure there is an audience for it and testing it to make their offer better.
No point in wasting money on an amazing logo if they cant even sell one thing.
I personally think a starter logo is fine from anywhere. Dont waste big money on it.
When the business is doing fine, you can invest in an identity system, style guides, and a designer to help you with that.
So oftentimes, designers only think design and think visual identity is the most important. But that’s not true. Especially when youre starting a new business.
I would bet the companies you follow or use all have logos that evolved over time or rebranded. So don’t worry about the logo in the beginning. Make sure the business can work first. Then pivot to building up a brand.

If she has literally no money and is starting a business, I dunno but maybe she should back burner this business idea until she can raise some startup capital
Adobe Illustrator has GenAI for vector gfx. There are other GenAI options out there for logos that are just a google search away.
