Do everyone irrespective of their experience needs to prepare for DSA? Or they just want the frontend developer to be proficient in HTML, CSS and JS just like they mention in JD. And also do they consider people from Tier 3 colleges?

Let me put it this way - if you're unstaffable or don't get along with your practice, you're about to be counseled out. If you are staffed/above average util for your practice, you'll be fine.
Here's a secret I learned after missing four time sheets my first year: you can skip weeks in time entry. Fill in admin code for the rest of the year and submit. Go in and modify each week. God forbid you forget you'll get a variance rather than a missed timesheet

At the assoc / Sr assoc level, yes. And allegedly you get dinged for missed time sheets and not updating Retain. Manager/ director, it's utilization and managed revenue and/or sales.
Is that reflective for whatever is in performance connection? I know I'm good there but def had one sheet missing this year and one delayed compliance training requirement. Meh, too late to do anything now.

Disagree, not in my practice. Time sheets are looked at way more seriously than variance.
I've been told that leadership made he decision to not have any layoffs in the near term (i.e. Next 3 months). Low performers will be more aggressively counciled out though and everything will be reevaluated.
