This reads like a Reddit legal advice post. YTA. But yeah generally they are correct. File a claim with your home owners insurance, that's why it exists. I'm a lawyer but not your lawyer.
Go through homeowners insurance. They are likely to tell you they do not cover poor workmanship quality, imroper repairs. Then it circles back to the HOA/handymen, which would be a negligence case. What state? If you have issues like this, everyones first reaction is to go through the HOA.
Also, what type of insurance? ho3 policy or condo insurance? If latter, HOA covers the roof through their insurance/themselves.
