If your mulch is smelling, it may just be anaerobic. What kind of material is it? I leave my mulch on and stir it with a hand tiller before top dressing

Long story short. If you want something that's going to break down quickly, use a softwood mulch like pine. Hardwood mulches tend to clump and stick together more so you have to fluff those up a bit longer. Cedar falls somewhere in the middle.
I ended up removing the old mulch (back breaking work!) and replacing it. I learned this is something I need to do every year

No, you don't. Old mulch breaks down and becomes soil. What kind of mulch are you using? If you're using synthetic mulch, that's a bad idea. But wood mulch that is regularly watered should break down into new soil and you just fluff it up occasionally to introduce air.
I have never taken away my old mulch and I have beautiful rich soil after only 3 years in my house.
