Is it SAFE joining Wipro as technical lead (B3) with 37LPA? Knowing that package is pretty high as compared to collogues in same band. HR is not ready to give project manager(C1) position.

Yes, but be careful, they may have thd concept of Business Title vs the actual title. In the end the responsibilities mean more than the title, but when your references are checked, they maybe give the "real title."
I usually put the real totle on the redume, but the, if you will, functional title in next to it and back itbup with my accomblishments.

Titles at a glance can be important. But for anyone really looking, they should be looking underneath and seeing all that you did. That is where you can include the more strategic accomplishments and responsibilities. My concern with bringing it up during negotiation, they will get the impression the role is just a stepping stone for you.

You can absolutely try. They may not be willing to let you switch because of internal reasons, but you can always advocate for it.
