They still exist but are far less common and usually tied to niche skills, relocation, or hard-to-fill roles. Many companies replaced sign-ons with higher base or retention bonuses due to tighter budgets.

Personally haven't seen an awful lot of them, definitely less common now.
Sign on bonus are definitely becoming more and more rare. The highly skilled, hard to fill positions still over sign on bonuses.
Possibly for some in demand senior level of roles, but I haven't heard of a sign on bonus being offered in the last couple of years at least. They used to be incredibly common. I miss those days.
I received a sign on bonus twice. Once during my initial hire and again after leaving for a couple years and coming back. If the position needs to be filled quickly and budget allows, a sign on bonus will be extended if you ask. The way you ask is toward the end of compensation negotiations. Ask the recruiter with an air of confidence and curiosity, as a way to offset a retention bonus that you expect to receive from your current employer.
