I wouldn't call it a "break" per se, but I'm free to check my phone whenever I want to at work. I try to put it away in my desk to help me focus sometimes but my wife can get a hold of me whenever she needs to, I don't think adults should be monitored with their phone usage

Of course! If you have an employer breathing over your neck all the time to see that you’re sitting at your desk, you have a problem.
My cubicle is in a secured, closed area. So, I lock my phone and other wireless capable devices in a lock box outside. When I do want to use my cell phone, I am forced to walk outside and use it.
I can use company assets for limited personal use, which company policy dictates is acceptable as long as it does not interfere with work.

The managers here are fairly flexible, as long as the job gets done. However, they do stress that the desk or work space is for work, so any personal business needs to take place outside of that "sacred place." The break room, the patio, the cafeteria or the parking lot are all appropriate places to check emails, return calls, make calls to see if you need to pick up dinner on the way home, etc. It has been my experience, especially with the younger employees, that having the phone on at their desk or in their pocket is too much temptation. They end up spending too much time glued to the tiny screen instead of addressing the business at hand.

Thankfully I don't have a micromanager as a boss and she does not care if we take a minute to look at our phones and have a brain beak. She knows that all of us work hard and if we are on our phones its because we need a minute to ourselves.
