That's because it varies hugely. I've had off cycle friends who've applied and been interviewed within the month and friends who heard back over a year later.
Since most non-school recruiting is done to address demand needs, it's highly dependent on how busy a specific office is and what their very specific needs are (eg we need more automotive experienced managers and we need them now), so it will be hard for anyone to give you a rule of thumb.
Why is BCG the only firm that requires test score and college gpa? Kind of old school to be asking these things especially as the world view is changing on these things

I recall a McKinsey study that showed there was no correlation between verbal scores and job performance and a very slight correlation between quant score and job performance.
They also found case performance has no correlation with job performance.
The only actual value of such hiring practices is to communicate prestige. McKinsey started that game and intentionally interviews more candidates than necessary to maintain the impression of only hiring elite people.
