He will need an NOC from HCL unless Cisco is removing HCL from that entire project. If HCL is getting removed from the project Cisco can offer but usually Cisco managers will not hire unless there is a green signal from HR and Partner company.
If its a different project altogether it is better to let HR and hiring manager aware before getting offer letter. If they want someone they usually negotiate and get to a win-win situation. Usually 1 FTE will be replacing 2 FTE on HCL end.

Well the hiring company will have to evaluate that - if they have something like non-compete then Cisco will let him know. I suppose your friend could proactively ask once the offer has been extended.
I mean offers can be withdrawn too. So maybe best case is not to ask at all because hiring team (HR) should know better.
