I would definitely have a talk with human resources. If nobody's willing to take the job, especially in this economy, that's a pretty bad sign. Maybe give them an idea of what the last few people have tried to negotiate for and encourage them to do another salary audit to ensure that the rate is fair.
I kind of feel like it is the norm these days to negotiate, and the advice I see online tells everyone to negotiate no matter what. So I'd probably say it's normal and not to overthink it. If people are negotiating WAY higher salaries, maybe worth looking into but I think some negotiation from everyone is normal

Do you think the salary is below industry standards?
Firstly, make sure the salary range is listed on the job ad if it isn't already. That could help eliminate some applicants you can't afford. Secondly, do a little bit of your own research. Pretend you are your ideal candidate looking for a job and see what's out there. Are the other similar jobs offering significantly more? If they are, approach your management about your strategy in offering a competitive salary range or reducing your qualification requirements, then offering comprehensive training/mentorship to the right person.

If every candidate is trying to negotiate, it probably means it’s significantly below market value, or the job is asking too much for the range. I’ve seen jobs that had a lower salary, but certain benefits and perks were brought in to offset it. I would take all of those things into consideration and be up front with the candidate, or rework the range.
If every candidate you’re trying to offer a job to is trying to negotiate the salary, then yes I suggest you take look at your salary range. Particularly if they’re asking for a salary range that is consistent with what’s being offered in your area.
