Can someone explain how billable hours work? At a new agency and although I had to fill timesheets at my previous agencies, they were mainly used to ensure we weren’t over servicing a client/for setting the appropriate retainer for contract renewals. I asked ppl at my agency but haven’t gotten a proper explanation. I get the impression that billing to the agency admin code isn’t recommended, and my manager said he bills everything to client codes, but that doesn’t make sense to me .

How do I be a decent manager to a coworker who's upset I've been promoted twice in two years and they haven't? We started out as coworkers, became decent friends after a few good moments, but went back to simply coworkers after they flubbed a few projects and I had to step in to clean up. Does anyone else feel like people who are generally nice in person and on calls sound mean or stand-offish in emails and text/chat? I get that over-use of friendliness in text can come off as green/immature, but I tend to try and cushion my words with positivity or even exclamation marks/the occasional emoji to show that I don't sound completely unemotional.
