Could any Barclays employee please confirm whether, for a promotion from BA3 to BA4 grade (within the same team), it is mandatory to receive an “Outstanding” rating for two consecutive years?

Curious what’s a fair salary in MA? Have an offer from a dream company but I'll need to go in at a lower level. Knowing that I can bring a lot of value to the company (read- I know my worth), I negotiated with the hiring manager to have a level/comp review 6 months after employment. If I hit all my goals (ie, prove myself) within that time frame, I'll get a promotion and salary adjustment.
QUESTIONS:

I was hired on with a company at the same time as my male coworker. We work the exact position, different projects.
I asked him flat out what his salary was when he hired on. His salary is at minimum 15% more. He’s never had a raise.
Neither one of us had any experience in this specific position but he didn’t even have experience in the field, which I did.
