Coworker asked me to be a job reference, and I honestly can't recommend them. How do I decline without burning the bridge?

I'm not the best at coming up with lines on the spot. I can write good lines when I'm by myself in front of my laptop, but not when I'm talking with my CD or someone else. Is this considered an issue?
