All she needs to do is work for a year at a firm. A new firm should hire her with open arms as she already completed the exams.

For NYS, you have to show the relationship and have a year experience. Just tell her to look at the form and see if you fit the criteria. The answer to your question is "it depends"...

In some states, you need general references, not just supervisors and coworkers. If she's asking you to sign as a reference, then yes. If she's asking you to sign as a supervisor, then no.
Just another reason that the CPA is an archaic relic of a forgotten age. If you can pass what is generally considered one of the most demanding professional exams after completing 150 hours of education, why should it matter if you've worked for another CPA for a year? The industry isn't dying; it's killing itself with outdated self-regulation.
No wonder college-age kids pursue alternative paths that require less hassle.

Had a foreigner who didn’t know what year-to-date financials were, so this tracks. These are the people we’re getting replaced with, driving wages and overall workplace quality down.
Accurate financials only matter if you care about the long term. Just remember to sell before the restatements hit.
Some states have different rules proscribing who can sign off on experience. NASBA has an experience verification service. I would confirm the rules in the state she is being licensed first.
The mere fact that you think it’s appropriate to sign off on work experience for someone that you’ve never worked with is objectively wrong.
