How long do you have to be at a job to ask them to put you forward for H1B/ green card from L1? How have people approached this?

Is anyone in this group spent 4 years in public accounting audit still waiting for his/her employer to start Labor petition perm process? My sibling (from India) applied for Canadian Visa for study permit (2 years) and it was rejected stating the reason "the IRCC agent was not satisfied that the applicant would leave Canada at the end of their stay.
The intake was in Jan 2023.

Has anyone else had a mentor (assigned to them by the Company) who seemed to have it out for you? I mean downright sabotage to make you look bad left and right. I didn’t realize it at first. She was fake friendly, but she was discrete too. Some of the executives thought she was amazing, but I had to clean up her work all the time. She wasn’t above me either on the chain of command. Later I found out she had tried for the exec assistant role and they didn’t choose her, they wanted me instead.
