Simple. Agencies nowadays look to hire lower experienced people and give them inflated titles to compensate for lost profit.
For example, a legitimate ACD should make between $165 - $180K
Agencies will take someone like a mid to senior Writer earning a max of $120K, enamor them with an ACD title and a small, measly increase, say $135K (which the candidate will love), then bill the client a legitimate ACD salary to the tune of 180K.
Now the agency is pocketing $45K in profit from this one employee alone. Yet the client no longer trusts the agency b/c this new “ACD” clearly doesn’t have the skills or experience to be one.
It’s what happens when clients drive down budgets, yet the holding company mafia still demand “their taste.”

Be careful. If a potential employer calls, the only things a person’s former or current agency can legally confirm is your title and start & end dates.

That is, unless you really inflate your title. Like your CV/LinkedIn says you were a junior level two years ago and now you're applying for a CD level role.
Ball is in your court, legally your current or former employer can't say what your salary was. So set the bar high and ask for way higher!!!
