It wouldn't occur to me to ask for that. I imagine it wouldn't be well received. And since non-competes are unenforceable it's not a practical concern.
If I was asked to sign a noncompete after I was already employed at an organization then yes, I would expect there to be a significant compensation increase tied to it or the noncompete would be undefendable. When you are asked to sign a noncompete when you are hired you are getting a job and the salary that comes with it.
I've never really thought about that because I feel like they are often pretty standard. And rarely enforced, if they can actually even legally enforce it.

That’s a great question. I would probably at least try and understand the noncompete prior and have a lawyer look it over so the stipulations are understood. If there is anything in there prohibiting the person from gainful employment if they were to leave then I would definitely try and negotiate this.
