Municipal, state, county... in that order. You just need to understand that that's only half the story. In a municipality that pays more you are going to be absolutely brutalized by call load and treated as completely disposable. I can't comment on state level but from what I've seen in talking to those guys it may pay less but it is a far more work-life balance oriented job with much higher respect. County you will likely spend a lot of your time either self initiating or watching YouTube but you are going to be paid a lot less. So it's really all about what you're looking for.
I've spent over a decade municipal and I can tell you that it is hardly worth the pay. Especially since last year's cost of living increase. A lot of us are living on credit cards or so exhausted we're quite literally the walking dead because we're having to work so many part-times to make ends meet. municipal just doesn't give up flying [expletive] about us... no matter what the cheesy recruiting videos say.
As someone who worked municipal and county the above statement isn't really true. Do your own research where I live one the counties is the higher of the 3. Good luck.
If the municipality is extremely small then of course but if you are talking about a larger municipality like chicago, detroit, even more chill places like Des Moines Iowa you are going to get more in the municipality. Now if you were comparing some small municipality of 500 people to the county then yes the county is probably going to get paid more.
