Yes. Definitely take the resume class that OPM offers. Make sure your resume is a federal resume, they require a bit more specific information about each job. Other than that just keep trying!!
Look at the job posting and use keywords you find there on your resume. Government resumes tend to be a bit long winded and wordy so don’t worry about fitting everything on one page. Depending on the job you’re looking for, the org may use staff aug contractors to fill FTE needs. You can try and join as a contractor, do good work, and apply for a federal position at the same org if one were to open up. This way they know who you are and you’re more likely to get interviewed and hired (this was the way I got into a federal position when I first left the military)
