Honestly I do not expect that in-person will ever be “required” again. Except maybe for trial.
Contra Costa County is allowing in-person appearances as of June 1, but they’re still encouraging litigants to do things remotely.
Even before the pandemic, I appeared via CourtCall whenever I could for the exact reason you note. So pretty much for anything that wasn’t a dispositive motion or in front of a judge who shuns telephonic appearances. (I do NOT miss waking up at 4:30-5 am to make sure I could beat traffic to a court that’s 2+ hours away.)
I get the sense a lot of the federal judges are eager for the return to normal, though. At least in CD Cal. If they lift the COVID restrictions on June 15 as planned, I wouldn’t be surprised if there’s some return to in person appearances.
I think it really depends on the County. SB, OC and LA all allow in person appearances but discourage it. RivCo prohibits all in person appearances except for trials.
I’m hoping that coke June 15th everything goes back to pre-Covid.
