Which is more useful in a HRBP role…data analytics or project management?

I am a Strategic Sourcing Manager with 7 YOE in both direct and indirect spend across various industries (Life sciences, IT and Insurance) I have been offered a role with Fidelity for 13 lpa + 1.5 variable. Offer seems better than the national average for similar roles but I feel I would be underpaid based on the current market, my skills and value I will be bringing to the table. I don’t think people understand what the difference between conservative and liberal judicial philosophies are. Liberal judges see the Constitution as guidelines for the court to interpret and then cement things into law that they deem reflect the current mood of the day, essentially serving as a tool for policymaking outside of the legislative branch. I'm having total 7+ yoe (5+yrs embedded developer + 2yrs in FuSa automotive) Initially HCL have denied what I've expected for automotive FuSa and they have given an offer of 10LPA with a justification that my relevant experience is less, now I'm holding an offer of 18 LPA and asked HCL for a counter offer for the same position what do you guys think will HCL offer me this much?
