You can downgrade to EB3 anytime. Unless you're in a niche practice or about to max out your h1b, EY won't likely file for PERM below manager

If you're in a common practice like general audit/tax/consulting, unfortunately yes. The good news is that they will start your green card soon as soon as you have 4 years of experience if you have a master's degree (5 years if not) so towards the end of your s2/early s3. I'm in audit and have been interviewing staffs/seniors and it's easy to find minimally qualified local candidates for those positions particularly many people trying to switch big 4/ jump into big 4 from local/mid size firms. I'm not surprised why senior PERM is easy to fail
If you started at EY as a staff 1, they should already reached out to you. EY started my process when I was senior 1, submitted my PERM application back in July this year when I made 4 years under EB2
