I see no impact on progression (at another big 4) when I looked at my peers who left early vs those who stayed for promotion. Anything to move up the corporate ladder quicker. But it is important to make sure you land in a good team that will support your growth towards the next grade.
As long as you’ve done well enough in your last 9 months at Deloitte to properly learn the ropes you’ll be fine. I’ve seen a few analysts from your intake struggling to do their velcro shoes up yet.

I don't think moving around is a big deal. I don't know progression levels at Big 4 too well.
But at PA I know an external hire could easily get £51Kish, a joining bonus than, performance bonus of 10-30% at a Consultant Analyst level , which is just 1 level above new joiners as an analyst. (Which I think is comparable to the bands you mentioned)
Internal progress tends to put you at the Lower end of the bands. So I'd move.
Boomerang is a term at PA for people who leave them come back usually no bad blood or negativity around it. With the added plus of probably getting more then if just internally got promoted.
