How confident are you to get promoted and what is your preference? If you wanna be on the safe side, willing to sacrifice your temporary earnings, and are confident to get a promotion, I'd stay. Otherwise, leave. You're leaving for another big 4 so you will likely encounter a slow process there too
It’s really 50/50, my practice is known to give very delayed promotions but I like the people and the leadership I work with which is rare in consulting imo. My concern is that I might not end up liking the group I’m joining at the new firm (talked to some folks at the new firm in this group and 50/50 opinion between “it’s a toxic practice don’t join” vs “it’s not that bad”) and get stuck because of my visa status.
I would leave - if you’re not from China or India, restarting it shouldn’t set you back by that much. Guessing the other firm is offering a meaningful pay bump and/or sign on bonus, in addition to the certainty of getting the title and the GC relatively soon.
How does promotion affects the PERM case? One would eventually get promoted in that case does the firm restart the process all over again?

You must meet all of the PERM requirements to have your PERM approved and can't be promoted beyond the PERM rank until the PERM is approved. Specific for EY, EY won't initiate your case until you meet all of the PERM requirements
