Market is hot right now and people are taking advantage of this. I don't think it's wrong as we are still underpaid as compared to US and EU Market.
I'm 7+ YOE and not even close to the offers 2-3 YOE are getting. But on the contrary, since India does not have laws pertaining to IT labour, companies are free to acquire talent based on purely demand supply equation in certain situations. That's why the huge pay gap difference. In my team, I have guys far less YOE than I have, and even far less domain knowledge than what I've acquired (PS : not bragging, just my individual perception), yet earning atleast 40-60% more than me, purely because I've never switched. Whereas my colleagues have hopped more than twice in 3-4 years. Real question is, do we need to have some laws that govern / cap it salaries across India. ? I believe it is high time, that we needed a framework, wherein we have a justified pay bracket for YOE. Would like to hear your thoughts. !!
What I meant is, pay bracket for a particular type of work / position, metric could be anything (not YOE). After all, starting CTC for last 2 decades was 3.25 LPA. Who decides this then ? Maybe YOE sounds incorrect, as skillset has got nothing to do with YOE. After all, IT companies get job done in a budget. But policies sometimes are discriminatory. That's all. !

Do you think it's fair to be underpaid?

As far as work is getting done i think it doesn't matter how much experience one have.
If people are skilled, and the interviewer has assessed that the candidiate's skills match the requirement, then no issues in pay. No matter the YOE.
Counter offer is not the case always. I have not felt any difference in level of interview questions for 3 Or 5 years of experience, so companies don't bother to pay accordingly.

Maybe they didn't get the amount you mentioned as counter offer.
I've seen people getting more than 150-200% & jumping to 16L+ in 1st offer at small to mid sized start-ups. You can't just judge liek that.

Even I'm getting good ctc without any counter offer.
