It depends, if you have multiple offers on the table then yes, you can pick what project is most interesting to you. You however can’t turn all of those down to “wait” for something you might want to do more.
Pick the manager, not the project. Important you land with a good team since you’re new. Learn the ropes by getting in with good people.

First make sure if you are being hired for a specific project then you might not even have that option. If you are coming in to go to the bench I would settle in first so onboarding/trainings etc then start looking into projects that interests you using the internal company portal.

Yes very true, unless you need to contact them to start a clearance (but I got the ok from HR before I did).
We’re pretty thin on the bench in most OPs. I help my talent group leader with our staffing reports and right now my group has a 7 month backlog- basically what that means is you will have a lot of people reaching out to you to try and staff you, so you can be picky.
Communicate with your resource manager because they’re the ones who officially staff you on a project, so if someone reaches out to you with something that you want, tell your RM.
