Buyouts and Voluntary Separation packages aren’t new, but they fell out of favor because companies lost top talent who are attractive candidates for other companies. They know they can get hired elsewhere so they take the buyout with confidence.
The federal government buyout isn’t real, though—it violates the Anti-Deficiency Act and is illegal. The government can’t promise or spend money in excess of what Congress has made available, and it’s only funded through March, not September when it would supposedly end.
